Tuna Talks: Interfacing Science and Management for Sustainable and Regenerative Tuna Fishery

Background

Indonesia’s effort to formalize Harvest Strategy for Tuna fisheries is closely in line with the International target of achieving SDG14 to “Conserve and sustainably use the oceans, seas and marine resources for sustainable development”, particularly targets addressing:

  1. Tuna resources and people with a focus on Sustainable fishing; conserving coastal and marine areas; Increasing the economic benefits from the sustainable use of marine resources; and, 
  2. How these outcomes above can be achieved through:  Increasing scientific knowledge, research, and technology for ocean health; supporting tuna small-scale fishers and the tuna industry within Indonesia Archipelagic Waters (FMA 713,714 & 715). 

Lessons to be learned could be achieved from the process of the Tuna Harvest Strategy from 2014 until its enactment in 2023. The synergy of HS implementation will actually be incorporated with the new fisheries policy, the so-called Indonesia Measurable Fisheries (PIT). 

The Tuna Talks will be embedded with Indonesia Tuna Conference 2023 as a discussion forum for scientists and practitioners, to increase interaction among them and to provide opportunities to exchange experiences and learn from each other, on how to support better management of tuna fisheries after Harvest Strategy gazette.  This “Tuna Talks” builds on two Directorate of Fisheries Resources Management DJPT/MMAF and Tuna Consortium co-organized Indonesia Tuna Conference 2023. 

Technical operation

Different teams of scientists and practitioners relying on the same public databases of tuna catch data that have been applied to formulize Tuna Harvest Strategy, however implementation of the Tuna Harvest Strategy may use a different approach, with different assumptions, those will be discussed in the Tuna Talks, to find the best solution and recommendation to support its implementation.  There is a strong need to harmonize this activity amongst stakeholders, to benefit from shared learning and exchange understanding of techniques and experiences on how to implement the Tuna Harvest Strategy. 

The Tuna Consortium is working towards the goal of establishing an organized network of scientists and practitioners that will regularly communicate and cooperate in capacity building and sharing knowledge on applying appropriate methods for assessing the better implementation in supporting the Tuna Harvest Strategy, especially in Indonesia Archipelagic Waters.

The objectives of this Tuna Talks are:

  1. To give a broad background on the process of the Tuna Harvest Strategy and an overview of the Achievement to date;
  2. To understand what scientific approaches are being carried out in Indonesia Archipelagic Waters (FMA 713, 714, and 715) being used to make Tuna Harvest Strategy;
  3. To identify approaches that are best suited to different management measures in implementing Harvest Strategy considering socio-economic impacts; 
  4. To identify human capacity development needs to enhance support towards Tuna Harvest Strategy implementation by building a network of scientists and practitioners.  

Workshop outputs

A workshop report that contains:

  1. A consolidated picture of Lessons taken from the Tuna Harvest Strategy process;
  2. An overview of the type of scientific approaches that are being carried out for developing the Tuna Harvest Strategy in Indonesia;
  3. Recommendations on approaches that are best suited in the implementation of the Tuna Harvest Strategy to different fisheries within the region, to address socio-economic impacts; 
  4. Identification of human capacity development needs to enhance support towards Tuna Harvest Strategy implementation by building a stakeholders networks.
